HB 0194 Creates faculty representative on college and university boards and establishes a service learning program

HB 194 - This act establishes faculty representatives to the governing boards of state colleges and universities. The act applies to the University of Missouri, Lincoln University, Truman State University and the state four-year universities and colleges. The nonvoting faculty representative will be appointed by the Governor with the advice and consent of the Senate for a term of two years from a list of three names provided by the faculty organization.

This act allows the voting members of the board to close a meeting in compliance with current public meetings' laws. Such meetings will also be closed to the faculty representative and the student representative.

The Coordinating Board for Higher Education will promote "service learning" which includes structured opportunities for community service related to academic courses of study performed voluntarily or for academic credit. Promotion of service learning opportunities includes providing information at training activities, developing written information about implementing a service learning program and encouraging the establishment of service learning programs within state institutions of higher education.

This act allows dependents and spouses of volunteer firefighters or reserve peace officers who are killed in the line of duty or permanently and totally disabled to be eligible for grants for education that are provided by the Coordinating Board of Higher Education. Current law provides the grants to eligible dependents and spouses of firefighters, police officers, capitol police officers, parole officers, probation officers, state correctional employees, water safety officers, park rangers, conservation officers or highway patrolmen.

Members of the General Assembly with eight or more years of service in the General Assembly are qualified to teach government classes in any public institution of higher education.

This act is similar to SB 364 (2001).
